How did Vedic astrology determine birth time as the most important point in a chart?

Was it based on known accurate birth times back in the early days of astrology? I see a lot of places where a sun signs of persons in history are being guessed at because it was so long ago, and records weren't kept. electric, I've read books and online that there's conflicting birth dates for important persons in history. I'm not finding any information on whether Vedic used charts of persons known to them only. Records were not kept as they are today, and even the birth dates of famous people are not known ... Jesus Christ, Brahmagupta, Medhatithi Gautama, Muhammad, Marco Polo, Genghis Khan, Aryabhata, Alexander the Great, Ts'ai Lun, Cleopatra, St. Paul, Moses, Jayanta Bhatta, Udayana, Confucius, Johannes Gutenberg, Aristotle, Plato and many others. So where did they gather information for the birth time or the moon sign? I have two books from our library that say the birth time is the most important in Vedic. If you look on google there are sites that say - 'Vedic Moon-sign which is the second most important factor after the ascendant.' I read another site that says Albert Einstein is a Gemini in Vedic. That is his rising sign in Vedic. In modern Western astrology Einstein is a Pisces sun sign.
