Is the Buddhist Wheel of Life (bhavachakra) something common to both Hinduism and Buddhism?

More specifically, did the Buddhist Wheel of Life originate in Hinduism, and it was later adopted by the Buddha? Or did the Buddha developed the Wheel of Life and it was later accepted by Hinduism? Also, do all Buddhist traditions (Mahayana, Theravada) use the Bhavachakra, or is it something limited to Tibetan Buddhism?
